2009-2010 Bills

SB 718 – Finger Imaging (Mark Leno)
    Existing law requires the State Department of Social Services and the California Health and Human Services Agency Data Center to design, implement, and maintain a statewide fingerprint imaging system. This bill will eliminate that requirement for Food Stamp only cases. Currently Arizona, California, Texas and New York City are the only places that require finger imaging for Food Stamps. AB 643 – Food Stamp Benefit Transfer (Nancy Skinner)
    This bill will provide that the food stamp benefits of a recipient will automatically transfer if they move from one county to another, without having to file a new application in a manner that provides uninterrupted continued benefits to the recipient. Find out more!

AB 1198 – Transitional Support for previous drug felons (Sandre Swanson)
    This bill will remove the limitation that accepts certain drug-related felons from receiving Food stamps.

AB 719 – Transitional FS for foster youth (Bonnie Lowenthal)
    This bill will require the department to create the Transitional Food Stamps for Foster Youth Program, effective July 1, 2010. The program will provide independent foster care adolescents who are not eligible for CalWORKs or SSI benefits, with eligibility for food stamps without regard to income or resources. Find out more!

AB 1057 – Food Stamp Modernization Act (Jim Beall)
    This bill will move Food Stamp reporting to a six month time line, instead of quarterly reporting. This bill will also require the department to streamline the Food Stamp Program verification process by seeking to utilize information provided by applicants to other state agencies, including, but not limited to, the Department of Motor Vehicles. AB 95 – Funding for School Meals (Tom Torlakson)
    This bill will specify that, if the Superintendent of Public Instruction determines that the appropriation set forth in the Budget Act of 2008-09 is insufficient to fully fund all free and reduced price meal reimbursement claims, the State Department of Education shall notify the Legislature of the statutory funding amount necessary to reimburse school districts at the prescribed rate. The bill would appropriate $19,500,000 to reimburse claims pursuant to those provisions. Find out more!

AB 627 – Improving Nutrition in Child Care (Julia Brownley)
    This bill will require, as a condition of licensure, that the child day care facility meet specified health and nutrition-related requirements. Find out more!
