Output. Innovation. Partnership. Those are the three words that come to mind when thinking about the last fiscal year.

In Alameda County, the need for food increased. Between the expiration of pandemic-era aid programs and the skyrocketing costs of groceries, gas, and rent, 1 in 4 residents struggled with food insecurity.

To combat this, the Food Bank and our partners distributed 60 million pounds of food, the highest output in our history. However, more food alone does not solve the problem. Until we address its root causes, we cannot eradicate hunger. That is where innovation and partnership come in.

Over the past year, we began consciously moving from a food charity model towards a food justice model. We staffed up our policy and advocacy team to push for policies that address contributing causes of hunger, such as housing, education, and healthcare, while building partnerships with organizations that center that work.

We found innovative ways of sourcing, funding, and distributing food. We were the first food bank in California to create medically supportive food boxes and get reimbursed by the state. We expanded our Food Recovery Program to rescue 10.4 million pounds of food from grocers. And we connected with BIPOC farmers to source more culturally relevant foods.

Looking ahead, we face stiff head winds. But no matter the environment, we remain steadfast in our mission to end hunger and advance a more equitable food system. I’m excited to move forward with our new five-year strategic plan, which solidifies our shift from food charity to food justice. Engaging Employees in Community

It’s easy to toss around phrases like “exceptional care” and “community impact,” but at Delta Dental, these aren’t just sound bites. The company’s commitment to providing quality healthcare starts with its dental beneficiaries and extends to the larger community. This includes a partnership with the Alameda County Community Food Bank (ACCFB), because access to nutritious food is a key component of good health.

Delta Dental works to end the dramatic racial disparities that persist in health care. Many low-income communities of color lack access to quality, culturally relevant food. ACCFB not only provides nutritious food but ensures people have choices aligned with their cultures.

Delta Dental contributes to the Food Bank in multiple ways. Its employees have been volunteering since 2016, many of them even longer. The company provides 16 hours of pay for each volunteer. Since 2018, Delta Dental has given $645,000 in grants to support ACCFB’s efforts. The company also matches each employee’s charitable donations up to $1,000 . Collectively, these efforts contribute to our shared mission of building a healthier, more equitable society in which we all have access to quality, nutritious food.

“Living and working in our hometowns, we understand the importance of fostering a just, resilient community,” said Kevin Ryan, Delta Dental Foundation and corporate social responsibility director. “When our employees contribute to our community, we strengthen every link in the chain, enriching our staff, our company’s internal ecosystem, and the lives of our neighbors struggling with food insecurity. This reinforces the notion that we are all part of a community of people.”

Faith and Community Aid at the Muslim Community Center

The Muslim Community Center (MCC) is one of the Food Bank’s 400+ partners. The organization serves a vibrant community of immigrants from around the globe. MCC’s mission is rooted in faith with a profound commitment to aiding local community facing challenges like food security. As Aminah Abdullah, an MCC staff person, explains, “A huge part of our faith is giving back to the community.”

The COVID-19 pandemic was a turning point for MCC’s food pantry initiative. What began as a modest food closet transformed into a large-scale operation supported by the Food Bank. Today, MCC offers fresh produce and culturally sensitive food options for its diverse constituents.

“When you are feeding a hungry person, you want to give them what they want to eat—especially kids,” said Aminah. “You can’t give someone peanut butter and jelly when they are used to eating noodles and tofu. As a parent, it’s hard to explain to a child that you can’t afford it.”

Of the $1.47 million the Food Bank gave to our partner organizations in capacity grants, roughly $80,000 was directed to MCC. They used the funds to purchase commercial refrigerators, freezers, storage racks, and a sprinter van. This has allowed MCC to fill their warehouse to the brim with not only food, but also diapers, clothing, household items, bicycles, toys, and school supplies.

MCC staff recognize that when people come to the warehouse they may be in crisis, so staff treat everyone with dignity and compassion. “We are in a position to serve, and that’s a privilege,” said Aminah. “Every person in the world deserves that.”

Food Justice and Sustainability with Bear Pantry

Bear Pantry, a Food Bank partner, is a model organization in not only food justice but environmental sustainability. Housed on the U.C. Berkeley campus, the pantry and its community garden serve about 1,000 students and university staff.

The pantry sources its fresh produce, dried goods, and canned food from both the Food Bank and from area supermarkets. This is part of the ACCFB’s Food Recovery Program, which rescued 10.4 million pounds of food last year. Bear Pantry volunteers pick up unsold food and supplies from grocery stores to include in their farmer’s market style spread alongside fresh produce from their community garden and groceries from the Food Bank. The result is a bountiful market to offer students and workers variety and choice.

Building Grassroots Momentum

For so many Food Bank clients, “rent eats first” as housing eats up household income, leaving little for food. The same holds true for other expenses like childcare and healthcare. This reality drives the Food Bank’s Policy and Advocacy team to tackle these basic needs alongside working on food policy. We understand that to truly eradicate hunger, we must address the tangled web of issues that fuel it.

In the past fiscal year, we grew our Policy and Advocacy team to five dedicated changemakers, equipping us to work on multiple fronts while building powerful grassroots momentum.

On the local level, we strengthened relationships with government agencies and community groups. Together, we championed tenant and immigrant rights, recognizing their impact on food security.

On the state level, budget shortfalls threatened critical nutrition programs. Yet we secured $8 million in funding for CalFood, which provides food and commodities to California food banks. We protected a $15 million CalFresh pilot program to increase the minimum benefit to $50 per month. The legislature maintained its commitment to Universal School Meals to provide all K-12 students with free breakfast and lunch. And our Food4All campaign successfully pushed legislators to expand CalFresh to undocumented residents above the age of 55 starting in 2027.

On the federal level, we fought tirelessly against proposed cuts to SNAP (CalFresh) and federal support for food banks. We were able to maintain current funding levels through a series of temporary reauthorizations of the Farm Bill, the backbone of national food security programs. But our work isn’t done. The Farm Bill is up for renewal for another five years, and we are pushing to protect and expand equitable access to these and other vital nutrition programs.

Regardless of who is in power in the future, ACCFB’s message is the same: We must ensure that every person in Alameda County, in California, and in the U.S. has access to nutritious food. No one in this country should go hungry—and we are committed to holding our elected leaders accountable.

A Full-Circle Program

We’ve all heard the expression, “Don’t waste food while people are hungry.” We agree—and we’re acting on that value through our Food Recovery Program.

According to the USDA, up to 40% of grocery store food ends up as “waste.” This surplus is our treasure: It is high-quality food that can be recovered to address hunger. In the last fiscal year, the Food Bank rescued 11.6 million pounds of food and other items like paper towels, laundry detergent, and dog food.

Seventy-two of the Food Bank’s 400+ community partner agencies pick up groceries from 180 donors, including Safeway, Target, Costco, mom and pop grocers, and local bakeries. There are a staggering 510 scheduled weekly pickups, with ACCFB playing matchmaker between donor grocers and the community agencies that distribute the food in their pantries.

The benefits are twofold: Alameda County residents receive free nutritious food, and we divert millions of pounds of food from landfills. This is not only benefits people struggling with hunger, but it’s more environmentally sustainable. It saves the energy and water needed to produce and transport food, and it prevents emissions of methane, a greenhouse gas, as food decomposes in landfills.

Finally, by reducing the emissions that cause climate change, the Food Recovery Program protects the low-income communities most impacted by climate change. These are often the very same communities that struggle with food insecurity. It’s a full-circle program that’s good for people and good for our planet.

A Health-Focused Approach

Whether at the recommendation of a doctor or simply a personal resolution, we’ve all tried to eat more thoughtfully for our health. But for many of us who cannot afford high-quality, nutritious food, eating “better” is out of reach.

Enter Food As Medicine (FAM), a program the ACCFB launched in the last fiscal year. FAM leverages public healthcare dollars to provide MediCal recipients managing disease and injuries with medically supportive food boxes. It’s part of CalAIM, California’s program to address the social determinants of health such as food, housing, and peer supports.

The Food Bank partners with La Clinica in Oakland to refer clients with conditions like diabetes and high cholesterol, as well as people recovering from acute injuries and illnesses. The ACCFB then bills Alameda Alliance for Health—a MediCal-only health plan.

Participants receive 12 weeks of healthy food, including low-sodium, whole grain dried goods and pantry items, organic produce, and lean proteins. People also receive a starter kit that includes oil, vinegar, spices, and educational materials.

“I couldn’t get to a food pantry due to my leg being injured,” said Rosie Cruz Perez, FAM participant. “I would be in great pain trying to leave my home so I could eat. Now, I don’t have to choose.”

Food As Medicine is a win-win-win. People like Rosie struggling with food insecurity get the nutrition they need to have improved health outcomes. ACCFB can use MediCal dollars to sustainably finance food distribution. And MediCal can potentially lower its overall costs. It’s a lot cheaper to stay healthy by eating healthy than it is to manage diseases caused in part or exacerbated by food insecurity.

Community-Powered Events

“Community” is in the name of the Alameda County Community Food Bank because community drives everything we do. We depend on community volunteers to sort and bag food in our warehouse. Community partners distribute that food at their neighborhood pantries. We work alongside community to advocate for a just food system. And we bring community together at events to celebrate our shared mission to eradicate hunger.

In the last fiscal year, 12,918 volunteers contributed over 93,016 hours of service, primarily in our warehouse. That’s the equivalent of almost 45 full-time staff people, making volunteers essential to our operations.

Folks from corporate groups, school groups, and social clubs connected with colleagues over the sorting bins, enjoying being in community while making an impact. Some even chose to mark special occasions with us. We had volunteers celebrate birthdays and honor loved ones who have passed. We even had members of an entire wedding party volunteering in honor of the bridal couple.

In other parts of the organization, community advocates participated in 34 direct lobbying efforts to move food security policies, as well as policies that create a stronger social safety net. Over 400 community partner organizations staffed with thousands of community volunteers helped distribute 60 million pounds of food. And we hosted hundreds of community members at our two signature events, Savor the Season and Night on the Town.

We came together as community with a shared sense of purpose; broke bread together; and shared our time, skills, and resources. Without community, ACCFB could not fulfill our mission. But by working together, we are alleviating hunger in Alameda County.

The Impact of CalFresh

One of the greatest tools we have to fight hunger is CalFresh (known federally as the Supplemental Nutrition Assistance Program or SNAP). However, so many of Alameda County residents do not know about the program, or they experience barriers when applying.
